All developments above 500 square metres should incorporate zero and low carbon equipment to reduce carbon dioxide by 15% more than required by 2007 building regulations.

The Press Release (above) explained that the Executive had commissioned research into the scope for increasing permitted development rights for micro-renewables to remove the need to apply for planning permission. The research by Heriot-Watt School of the Built Environment was published in March 2007.

Scottish Community and Householders Renewables Initiative (SCHRI)

The Scottish Community and Householder Renewables Initiative (SCHRI), developed by the Executive, provides a "one-stop" service for community groups and householders interested in developing renewable energy solutions to meet their own energy needs. An advisory service that provides expertise, advice and development support to individual householders and community organisations including councils, housing associations and voluntary groups was launched in June 2002. It is backed up by a grant scheme.

An evaluation of the scheme was published in June 2006.

The Scottish Government announced in November 2007 a tripling of the funding for community renewables and microgeneration to reach £13.5 million a year by 2010-11.

An announcement on how this fund will be spent is expected in early 2008

Renewable Heat Strategy

The previous Executive committed itself to develop a Renewable Heat Strategy for Scotland by the end of 2007 and, if appropriate, establish a target reflecting Scotland's unique potential and circumstances.

Scottish National Party Document

The Scottish National Party invited wave power expert, Professor Stephen Salter, solar expert Kerr MacGregor and oil expert Clifford Jones, to carry out an energy review. Review chairman Professor Stephen Salter and SNP Energy spokespeople in the Scottish Parliament and House of Commons, Richard Lochhead MSP and Mike Weir MP, launched the Scottish Energy Review in July 2006. One of the major findings is that Scotland produces 6 times more energy than it uses meaning the case for nuclear is not made. Key points that emerge are that, by using all our energy sources in harmony, we can accept the variable inputs from renewables and extend the life of fossil fuels while retaining reliability of supply. The review will give some insights into the likely policies of the new Scottish Executive elected in May 2007.
